How do I set up iPad owned by a deceased person, that was given to me?

Initial set-up was begun by placing iPhone close to iPad.

Then unable to activate explained by message:

"A password is required to activate this device because its owner has used Find My iPhone to link it to their Apple ID."

If you were given this device or purchased it second-hand, you will need to contact the original owner to have them remove this device from their account.

Original owner can't be reached because he's dead.

Please suggest work-around.
