Summary page of Website

When I open a website it flashes and quickly brings up a page which appears to summarize the website. It won’t close and allow me to see the website. This started several months ago and I have been unable to find the problem. Anyone have a solution?

Is reader enabled for all websites?

Settings >Safari > Reader > ✅

If so, try disabling that
