It looks like the issue is being caused by Unsplash wallpapers app.
I experienced the same issue with my Mac and resolved it with the help of Apple Support.
Please remove it from login items in your system settings under General->Login Items and restart.
The issue should go away after these steps are performed.
Thanks. Unsplash was the problem. Removed it from login. Problem solved.
Going back to OS 10.4 Tiger and every version from then to now
No idea about this " CFNetworkDownload " that them user claims is changing the wallpaper
Start now and open an Apple Support Ticket as they are PAID Apple Employees to deal will these types of issues .

What has the User ( you ) done to try and fix this issue.
My wallpapers suddenly started changing and even if I changed them back, they changed again and always to a CFNetworkDownload_KhbSZ0 (though the bit after "Download_" changes, even though the picture it changes to always changes to the same one"). I discovered that the "CFNetwork" is something to do with Mac OS.
What is CFNetworkDownload?
Why/how is it changing my wallpapers?
How do I stop it?
Can I get rid of it?
I have no idea how to stop this intrusive behaviour. Please advise.
Thank you.

I can tell you it doesn't appear to be normal process on any of the 4 Apple Computers I own and operate
All using macOS 14.4 Sonoma
I am well used to changing wallpapers and have been doing it since Snow Leopard (OSX 10.6). This is something that only started happening recently. I assumed that it had something to do with a MacOS update on my iMac Retina 5K, 27-inch, 2019. My computer has never done this before.
Any ideas on how I can remedy the situation. FYI I am not a "computer person" (I am just a bit unnerved by my computer acting apparently randomly after years of "normal" behaviour.)
