iCloud Drive keeps turning off

All of a sudden, my iCloud Drive keeps turning off. I have available space in my icloud+ drive, so i know that's not the issue. My internet connection is working solid. Tried several re-starts, starting up in safe mode, and resetting the p ram. Still getting this message. In the meantime, nothing is uploading or downloading to/from the cloud which is terribly frustrating. When I select icloud drive in system settings, i keep having to turn on sync this mac, and it won't let me turn on desktop & documents folders anymore either.

I'm running Ventura 13.3.1 on a late 2017 27" imac. Not sure if i'm willing to upgrade the os or if it's even possible given the age of the machine.
