Are you sure both devices are connected to the same Wi-Fi network? To transfer photos and videos via AirDrop, both devices must be connected to the same Wi-Fi network.
AirDrop must also be enabled on both devices. You can find this option in Control Center on iPhone and iPad or in Bluetooth and Wi-Fi settings.

If they are able to transfer individual photos, that would indicate they are both on the same WiFi network and have BT enabled.
