When I go to a restaurant or other business and the wifi is bad why does the internet on my iPhone not work using data? Most often even though I have an issue my husband does not

Check the following:
Open Settings ➡️ Cellular ➡️ (Scroll all the way down) Wi-Fi Assist: Ensure that this switch is set to ON. This should allow your iPhone to use Cellular data when connected to a poor Wi-Fi connection.
