Stolen Device Protection is a new feature - currently only available for iPhone. Whether or not this feature will ever be released for iPad is unknown, but has been requested by many.
Apple invites submission of comments and Feature Requests via its Product Feedback portal. For iPad and iPadOS:
If you would like to add your voice to the others that have requested this feature, this would be the most appropriate channel through which to make your views known to Apple.

There has been no statement given by Apple. It obviously will not work on all iPads since only the cellular models have GPS. That would be required for how the Stolen Device Protection works.

Not sure which iPad you are referring to.
For iPad Air, scroll down to the "Location" section and you will see the GPS chip is only on Cellular models:
