Why won't my Apple TV 4K work as a HomeKit Hub.

I have an Apple TV 4K and it was serving as the hub for my home. Suddenly it stop acting as the hub. When I go into the settings of ATV4K then AirPlay and HomeKit, scroll down and select room; I can’t select a room. It has the spinning wheel. I reseted the ATV and no joy, the same spinning wheel. And it is up-to-date with to tvOS 17.4.

Please verify in the Home app on iPhone or iPad, that the Apple TV box is assigned for the intended home and room. That would then push this information through iCloud to the settings on Apple TV.
Also verify that the Apple TV box has been signed in for with the Apple ID account for HomeKit administrator use (Settings﹥Users and Accounts﹥ᴅᴇғᴀᴜʟᴛ ᴜsᴇʀ﹥ᴀᴘᴘʟᴇ ɪᴅ﹥iCloud: «…»).

having same issue, tried all recommended steps, can't figure this out. could it be a hardware failure within the Apple TV?
