Transferring data from iPhone XR to iPhone X

My dad’s phone (iPhone XR, iOS 17) has displays issues, so he thought to go back to an iPhone X, which has iOS 16. When I try to transfer data directly from his phone, it begins a “loop” in which it brings me back to the “Quick Start” menu every time I try to transfer data from his iPhone XR. I tried iCloud but it says that iOS 17 is needed. It is weird since it started the transferring the first time, but it stalled and I had to restart the iPhone X.
