I am trying to update an iPhone SE 2016. It is charged at 76%, on the charger and connected to a hotspot from another android phone. But it seems it only wants to update from a broadband wifi signal.
Can anyone explain the reason??

Yes. Phone companies don't want you downloading that much data through a cellular connection unless you are using a 5G connection.
Therefore you cannot use a hotspot, it needs to be connected to a router.
It isn't anything to do with the network company or "cellular carrier".
And everything to do with with apple.
I found that the iphone did update off a mobile hotspot with a Swiss SIM card in the phone and SIM data switched off.
An older Android phone updates everything on the same network mobile hotspot and without a SIM card in at all.
So no point complaining to "cellular carrier", only apple🤔🤔
And I have an unlimited data plan; 80GB in a day is easily achievable. The wretched apple update was only 784Mb.
This has nothing to do with Apple, why would they care how much data is used? This is 100% on the phone company.
If you don't like it, call your cellular carrier and complain to them
