Are there any websites that enables my iPad to run Windows?

None that I have seen. It is not a simple thing to emulate. I can't think of any web page that emulates an operating system. Even if they did, how would you run an app which requires to be loaded under that system? You would have to transfer it to the web site which would probably violate all kinds of licensing restrictions.
As I said though, there are versions of some apps online, such as the Office suite. Either that or forget about the iPad and use a computer which can run the operating system. However, even that is not as simple as it used to be unless you can find an old Intel Mac and you also happen to have a copy of Windows.

Accessing Windows (or other) computers using Citrix is entirely different from natively running an alternative Operating System on an iPad.
As such, it 100% impossible to run Microsoft Windows on an iPad.

You cannot run Windows under iOS or iPadOS. It isn't even easy to do it now on the new Silicon Macs. You may find there are online versions of the programs you wish to use if you use a web browser to log into Microsoft's web site.
What you're attempting to achieve is unclear. The iPad system architecture is designed to run iPadOS; it cannot run Microsoft Windows.
I am not familiar with Citrix but to me it sounds like the system isn't actually running on your iPad, Citrix is acting as a software portal to the applications running on their server. Basically like using using an Outlook account with a web browser (that I mentioned several months ago) to use Microsoft's programs running on their servers. That is not running Windows on an iPad. You are running other software which gives you access to programs running at a remote location. Similarly you can use several of Apple's office style applications from any device that has web capability. You are not running Pages or whatever on the Android, it is running on Apple's servers.
As I said, I mentioned this style of solution several months ago, but as has been stated, you are not actually running Windows on an iPad. You're basically faking it.

Citrix requires that you buy their services or software and configure a server.
You then connect to the server using software on your device to access the virtual machines running the software or desktop.
At no time is the software or applications running on your device.

That's not what the OP is saying. They are simply looking for a way to run or emulate Microsoft apps on an iPad. As such, it is 100% possible to achieve what the OP is requesting.
