MacBook Air 2020 Intel failing to boot to internet recovery.

This MacBook Air, which I recently picked up, had an encrypted disk and user account still on it. I tried to erase the Mac using the button but it failed and ONLY boots to internet recovery. Internet recovery also fails to run properly and just gives me an error (-2100F) after a while. Boot from usb was also disabled at some point so I cannot use a bootable installer. From what I could tell, the computer probably has an activation lock and won’t be usable anyway however, I would like to confirm before I part it out. Is there anything I can do about this problem?
