Turned off Silence Unknown Callers Still Silencing Unknown Callers

iPhone 14, with iOS 17.3.1

A couple of months ago I turned on the Silence Unknown Callers feature. A few weeks later I turned the feature off. However, calls from numbers not saved in my Contacts are still being silenced.

Since I turned on the feature a couple of months ago, I have updated the OS once. I don't remember if the update was before or after I turned the feature back off.

Sinc turning the feature back off, I have turned off my phone and then turned it back on once. Unknown callers are still being silenced.
