This happens when there's no history to clear, or (far more likely, I think) if web content restrictions are enabled with Screen Time. Go to Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions > Web Content and change it to 'Unrestricted'. If you lack the necessary permissions, ask your family organizer.
