I have balance in my Apple ID, I need to change my location but can’t change because of that balance. Please clear my balance so that I can change my location in settings. Not able to download any app because of that

Buy something more expensive than your balance and use a different payment method from the current region for the excess amount; if you can't, click here and ask the iTunes Store staff to zero it.
