What to do if the wrong Apple ID is being used for my App Store, I can’t download anything because of this when I try to log out of the App Store I can’t. Can someone help?

Is it the same Apple ID that you have at Settings > [name on top] > Media & Purchases?
Is this different than your main Apple ID?
I assume if this is your device, then you know the Apple ID being used for App Store purchases, or at least how it got in there. To remove any Apple ID, you will need the password. If you forgot the Password, then:
If you forgot your Apple ID password - Apple Support
Any apps that were dowloaded with that Apple ID will always require that password for updates.
