My MacBook Pro will not message certain people, but it will message other people. I've already tried all the troubleshooting steps, and if it helps, I don't have an iPhone only a Mac. If there are any troubleshooting steps, that may help me with this, please let me know

using the Apple messaging system without an iPhone means you are limited to messaging other users with an Apple-ID, only.
Converting to SMS messages for other users requires those messages to be forwarded through your physical iPhone. Your physical iPhone be logged in with the same Apple-ID, have message forwarding to/from your Mac set up, be powered on, and be in range of a cellular signal and have a plan that allows messaging.

But that's the thing I'm trying to message people using their Apple ID
I am aware that not having an iPhone limits my ability to message other people on my Mac. That is not my issue. My issue is that I cannot message people with an Apple ID from my Mac.
I don't know what happened, but, iMessage started working again. It could possibly have been that I was out of my home state. But with that being said it is the issue was fixed and I have absolutely no idea what happened.
I hate to say it, but that is the resolution for more messaging issues than it SHOULD be.
IMessage not working for some people, but it is working for most people on my MacBook Pro
