Iphone 11 locked to the Previous Owner

Greetings to whom it may concern, I have a friend who purchased an Iphone 11 from another person from our community and he wanted to log out the former user's icloud account but we find it very difficult so much so that we ended up resetting the phone and it is locked to the former user's account. We have reached the former user to provide us his Apple ID and password so that we could further continue to set up the phone and continue using it. However, he has forgotten both his Apple ID and password. Thus, we find ourselves in a very desparate and frustrating situation which is why I have come to this platform seeking your support. I would like to ask if there is any possibility that we could reopen this phone and recover the previous user's account.
