How do I stop other devices from connecting to my Bluetooth on iPhone 13?
Is there away I can keep my Bluetooth on and keep people from pairing with me?

The only way a device can be paired with your phone is if you allow it to be. So, don't do that if you don't recognize the device.
Note that Settings>Bluetooth will show discoverable devices under "Other Devices." But just because something is listed there doesn't mean it's connected to your phone.
