Is there still a Keyboard layout editor?

There used to be a keyboard editor in "Apple"->Preferences->keyboard.

Does that still exist. I can't find it on my MacBook Air

What is it you want to do exactly? MacOS has never included a way to edit existing keyboard layouts, but there is an app Ukelele which can do this.


On the other hand, Apple does provide ways to edit keyboard shortcuts for menu items and create text replacements for characters, a Keyboard Viewer to see which key produces what character for any keyboard, a Character Viewer to input all kinds of things not on the keyboard, and huge selection of alternative language keyboards.
