How do I get an Apple ID in Ethiopia?

They are two different countries. The OP is asking about using the App Store I believe (many people frequently confuse App Store with Apple Store) and already has a computer. What you cannot do, though, is buy apps through Apple with it if your country does not have the store.

The login you used for Apple Support Communities is an AppleID. Try logging in with that.

Your best bet is seeing what the import/export duties are between Ethiopia and Kenya. The two countries being next to other suggest a possible connection might be available to you there.
