I have 2 iMac 2013 computers. The first computer runs successfully on Safari version 15.6.1, however the second iMac has Safari version 15.3 installed, and will not update. What could be the problem?

Which macOS version is installed on that second iMac?
Confirm you are launching the Safari app directly from /Applications and not ~/Applications. If you find one in the latter drag it to the Trash.
