What is the length that a Voice Memo records on an iPad, and can it be used to record a telephone call?

The available recording duration is principally determined by your available storage - not time.
As for recording calls, the Voice Memo App is designed to record from the iPad's microphone. The App is not able to record audio directly from FaceTime or similar Apps.
Be aware that in many countries/regions, you are legally obliged to seek permission from all call participants before recording a call.
