Smart Playlist won't sync to my iPhone

For the most part I make playlists on my phone sometimes in a blue moon I'll create a smart playlist. I make sure to enable the feature that says If I add a song from apple music to a playlist it will add to my library. Recently I tried to make a smart playlist that combines a few playlist together and for some reason it won't sync to my iPhone. Previously when I had the old version of itunes it would display an error that read iCloud Music Library won't sync songs not in the library, which was confusing because all my songs in my playlists are added. I checked their cloud status and went through the rabbit hole in the apple community questions but no one has the exact problem as me. Please help because this is very annoying!
