Someone deleted my APPLE ID

Not sure what you mean by Deleted Apple ID:

• If Deleted by going to the Apple site to delete the ID, then there is no way to recover
• Or was it removed from your device?

In either case, the person would have to know your Apple ID Password to accomplish that. The first thing you should do is change your Password.

If someone else has signed into your device after using your password to sign out, then you are stuck with proving the device is actually yours. The device will be locked with the Apple ID that is signed into it. To remove the Activation Lock you would need to submit the original purchase receipt from Apple or Authorized Apple seller. A receipt from any other third party will not be accepted.
