You need to have Apple reactivate the account. Please contact official Apple Support for help with an "inactive" Apple ID. The people responding on this forum are Apple product users like yourself and cannot do anything with your account.

To reach Apple Support:

1. Click here --> https://getsupport.apple.com/?caller=cups&PGF=PGF63005

2. Select: Disabled Apple ID

3. Select: ”The Apple ID is not active" alert

4. Select: “Continue”

5. Select a chat or telephone call option.

or by telephone at one of the numbers in this support article --> Contact Apple for support and service - Apple Support

Note that having an "inactive" account is not the same as having a disabled account. If your account says it is "disabled", see this article --> If your Apple ID is locked or disabled - Apple Support

Apple can completely reset a device if a person can provide sufficient evidence of valid ownership. Do this online at: Activation Lock support request - https://al-support.apple.com/#/additional-support Apple says, "Proof of ownership documentation is required," but does not detail what currently constitutes proof. Prior to this service being offered officially and moved online, Apple typically required the original receipt issued by Apple or an Apple Authorized Reseller. If Apple resets the device this will give you access to the device but won't restore access to the account used to lock it. There is nothing that can be done to expedite an Activation Lock request.
