If I delete the cellular plan, will it make my iPad WIFI only?

Would I no longer have cellular service if I deleted the Active plan that is not really active?

Would deleting the active plan make my iPad WiFi only? If not, what possible problems would removing it cause?

As illustrated, you have both a physical Verizon SIM - and a provisioned Verizon eSIM (active). Your iPad can either use the provisioned eSIM, or the physical SIM - but not both at the same time.

As both eSIM and physical SIM are with the same provider, presumably you migrated service from the physical to eSIM? If, your remaining physical SIM will have been deactivated - and will no longer work if you delete the active eSIM from your iPad.
