How can I approve/disapprove apps for my child without access to another iPhone?

I bought an iPhone (13 mini) for my kid and I do not have an iPhone of my own. I created an AppleID both for me and my kid and signed my kid new iPhone to her AppleID umder my AppleID as the parent. THE problem is that she now needs my approval for every download from the Apple store, and I cannot find in which website I can approve her requests?

Just to be clear, I (the parent) do NOT have an iPhone.

Please help

Since you do not have an iPhone, you will need to manage Parental Control on her device by setting the Screen Time Passcode and make sure she never gets access to it. You will not be able to use the Ask to Buy feature as that is only available to you if you do have an iPhone. You will need to prevent installing all apps using the Screen Time settings and if she wants to download an app, you will need to do if for her on the device. You will need to use the Screen Time Passcode to change the setting that prevents purchases, then download the app, and change the setting back.

It is not an ideal situation, but without another phone to manage the settings, it must be done on her device. Ask to buy will not be an option.
