An Iphone is linked to another Iphone. Iphone 14 calls are showing up in "recents" but no voicemails are showing up in the linked Iphone 13. Should they be showing up?

That depends on your current iOS version and your settings. By “linked” do you mean they have the same Apple ID? If so, and both phones have 17.4.1 then the voicemails should appear on both phones. This is a new feature, and there are more users unhappy than happy with it.
