The owner of a lost device can include a displayed message with details helpful for its return.
If the owner does not choses to include that, there is no means to contact them.
Apple will not identify the owner. Too much risk of fraud, theft, scams, assaults, or worse that way.
Turn the device into local police if that’s an option, or to whoever manages lost and found for the location.
