Trying to figure out why I can't use gestures to activate emojis on my iPad Gen 9. I opened up the control center and looked for the option "Video Effects" and I don't see it. Do I have to find an add-on or is it something I have to get in the AppStore. Also, I'm new to apple products so I'm pretty unfamiliar with Apple devices thanks!

You will only see supported Video Effects, when accessing the iPad's Control Centre, if you are using an App that supports them (e.g. FaceTime).
With FaceTime open - and you access the Control Centre - you should see controls for supported effects.
