An iPhone 7 cannot update past iOS 15. You need a new phone.
Actually, my iPhone 7+ auto updated to 15.8.2 last night. Today is April 10.

You can update an iPhone 7 or 7 Plus to the latest release of iOS 15.
You cannot update an iPhone 7 or 7 Plus to iOS 16 or later. For those phones, iOS 15 is the end of the line.
