I’m having trouble with an app it won’t let me delete it out off storage but it let me delete it From home page Everytime I go on the Apple play store app it says open but won’t let me open it and I don’t know what to do atp.

Is it an app that can be deleted? Some built-in apps cannot be deleted→Delete built-in Apple apps from your iPhone, iPad, or Apple Watch - Apple Support
If it is not an app that can’t be deleted and you have Screen Time enabled, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases and change Deleting Apps to Allow.
Then try deleting the app again.

I’m aware of that but if the app was originally backed up to the cloud deleting the app doesn’t delete the backed up information in the cloud. That why when you delete an app it frequently says that deleting the app doesn’t delete any information backed up to the cloud.
Is that app set to back up to the cloud?

That is totally irrelevant. You can delete apps that sync to iCloud.
True, but irrelevant. The problem is the app can’t be deleted, not that deleting it would leave data in iCloud. But the reason it can’t be deleted has now been established.
