How does my adult Family Member who is in my Apple Family add their own credit card to their iPad to use for Apple Pay? (Says there is no Wallet App)

You can add a card through the Wallet & Apple Pay option in Settings, for use on websites and within apps that support Apple Pay. This however is not related to Family Sharing in any way.

If you mean, pay for purchases in the iTunes and App stores, and Apple subscriptions, then that is not related to Apple Pay, and is not possible in Family Sharing. In Family Sharing only the Family Organizer’s payment method is charged, unless the family member initiating the purchase has gift card balance on their Apple ID.
The other option is to turn off Purchase Sharing, and then all members of the family group will use their payment methods for purchases in then iTunes Store.

No. Apple Pay can be setup on an iPad without even having an iPhone.

As I said, you need to do so through the option in settings, and it has no relation to Family Sharing though.
Found Wallet & Apple Pay option in Settings as mentioned but was stuck on my card and would not let family member add theirs until I turned off Purchase Sharing on my iPhone. I did not turn on Purchase Sharing after they added their card to see if theirs was still available.
Near as I can tell you may have to set up on an iPhone first,Does this sound correct?
