3 Errors in iTunes (12.10.11.2) in Windows 7 Ultimate

3 Errors in iTunes (12.10.11.2) in Windows 7:

• Purchases - We couldn't make your purchases available
• Genius - Genius results can't be updated right now. Error (0x80090302)
• Library - Update iCloud music library fails

iTunes is installed on Windows 7 Ultimate. iTunes library consists of 1,461 movies and 15,385 songs. Have (2) Apple iPhones sync'd to the library and (2) Apple TV devices sync'd to the library. New movies and music added to library appear on both Apple TV devices, but nothing new added to iTunes (music or movies) appear on the iPhones (12 Pro and 15 Pro Max)

Multiple times, I've tried backing up library, uninstalling iTunes, re-installing iTunes, and restoring library. Nothing has worked. No newer iTunes version will install on Windows 7.

Internet works fine and all other services appear to be working.
