Location services not working even though everything set correctly

I have turned location services on, date/time automatic, no restrictions, apps allowed to use location services, reset privacy/location, shut off and on, reinstalled apps, etc. I have done everything I could possibly think of, plus everything I read and listened to on internet. Still location services is not working. My iPad is at the current software level update and I use starlink as my service provider which I checked and that has my correct location.

At first google maps was taking me to an island off of Africa. After setting the date/time to automatic, google maps shows no location and when I try to push location it states - ‘location not available’, but at least it doesn’t show Africa anymore - I am in the USA. Just a note when setting date/time to automatic, the time zone just keeps spinning? Weird, as my other iPad (same issue) has automatic for date/time, but time zone is set correctly.

Is there any solutions to fix this? It is getting quite frustrating. Thanks for any help.

I noticed apple mistakenly put iPadOS14, but my iPad is up to date at iPadOS 17.4.1. After the update, I tried again and same issue location services not working.

also updated our older iPad (12.9” screen), it shows up to date at iPadOS 16.7.7. This update wiped out location option for google maps and all the other apps (except Siri, of course) so I had to do an unload and reinstall of google maps, which then put location option back, but still doesn’t work.

Apple really needs to work on their quality checks, especially with location services. This shows very poor development and quality checks. They suck at their batteries, too.
