iPhone 13 locks up - can't restart or anything

My MIL has an iPhone 13. Phone is set to automatically update software so if should be up to date. I haven't personally handled the phone yet (hopefully will tomorrow). But she says that everything is completely locked up on it and it won't do anything. Here is a picture of the screen:


I told my BIL to try the up volume, down volume, and then press / hold power button. He says it doesn't work.

Any suggestions before I go up there myself? If we left the power on overnight, would discharging the battery help?
