How do you turn off you flash when trying to take a picture on an apple iPad Pro?

If it is an iPad Pro model, you should find this icon on your screen, using the camera app:

then choose Auto (Flash automatically turned on depending upon available light sources), On (Flash always ON), or Off (Flash always OFF).
