17.4.1 can no longer send or receive text messages from non apple devices

Yup and text message is a phone carrier feature, reach out to yours and let them know they need to resolve it immediately.

This is happening to me as well. I have reset my network and rebooted my phone. My husband who has not done the update can still message everyone normally…but I can’t with the newest update.
