Verify that the iPad is Wi-Fi connected. iPads with cellular capability may have constraints for very large downloads, when internet-connected via cellular.

For other models, please specify what model you have that you want to update.
Users may also try to update through a USB connected computer. That may be an alternative when wirelessly doesn’t seem to work as anticipated.
