Two phones on same Apple ID away from Wifi

We have our two iPhones using same Apple ID, but when away from Wifi at our vacation home, notice that one phone becomes inconsistent sending and receiving messages that involve a group and to each other. Is that something that could be solved by having each phone use its own Apple ID or is this a cellular phone company issue? Both phones are iPhone SEs and running 17.4.1.
