Facetime won't work due to "Restrictions"

My daughter's ipad has screentime set up and restrictions turned on, for obvious reasons. However, she IS allowed to use facetime with certain allowed contacts. When I try to open Facetime on her ipad (from the app store since it isn't showing on her homepage), a box pops up about restrictions. So, I go into settings, then screentime and then "content & privacy restrictions," then "allowed apps" and turn on facetime to allow it to still be used. BUT, the facetime icon still does not show on the homepage and when I try launching from the app store, I get that same restrictions pop up. The ONLY way I can get facetime to work is if I disable ALL of the "content & privacy restrictions." That doesn't seem right. What am I missing? I have tried these steps both on her ipad itself and through my access to her screentime through my phone.
