Icloud for windows sync issue

I recently moved from Android back to Apple. Tried moveios and it was a mess. Downloaded Icloud for windows pc and manually moved over 20k photos and videos. For a while, it worked great. I kept getting the windows legacy pack error message and it finally went away but then my PC tried to update something in Windows and everything came to a grinding halt. I also previously had icloud photos from phones of the past that never made it to my phone and are now stuck in purgatory too. I took my PC to a software guy who charged me an arm and a leg to upgrade my storage and that did nothing. I dont want to uninstall icloud for windows because then everything will be gone. I might add Apple geniuses and Microsoft techs had ZERO clue how to help. Has anyone been able to fix this?????

Like so many others before me have said, the photos don’t get to the actual cloud from the PC when you manually add them to the iCloud app. It’s like they are stuck in sync purgatory. They aren’t able to be copied from the app to an external hard drive and they aren’t actually in the cloud. When I login to iCloud.com the photos arent there. Of course my actual phone has iCloud Photos turned on. I cannot believe this issue has not been solved yet. It’s like Apple took possession of my photos but I cannot move them or view them until they actually sync. Which they aren’t doing.
