You need to try again immediately after the hour ends and use biometrics (face or touch ID). Don't leave it til later in the day. Set a timer for 61 minutes
If your biometrics are failing the only option is to restore the device using recovery mode

It is stolen device protection under Face ID and passcode in settings. My apologies.
Why do you need to turn it off just now?
Once the phone has learned your home (everything turned on in Location Services, System services) then you can turn it off just using passcode
Make sure SDP is shown as “Away from familiar locations” not “Always”
Having the same issue. I need to turn it off because I can’t change any settings, reset my Apple password, or make any purchases in the App Store. This feature is pointless as I am at home yet I still get thrown in an endless loop of “wait an hour”
