MacBook Air Issue

I decided to lend my MacBook Air to a friend for a few months while she was completing college. I factory reset it for her since I wasn’t using it. I primarily used my work laptop for things.

She gave me the laptop back when she graduated and reset it. Upon receiving it back, it looks like it is stuck in “Boot Recovery Assistant”. I get to a page where it says “select the system you want to use to start up your computer”. There is Macintosh HD macOS 13.5 and I can click restart. I click restart. My computer goes black. The Apple logo shows up twice. On the second time, the Apple logo shows up with the loading sign. It then goes away a few times. Then the whole process starts again until it brings me back to the very beginning of all this.

Any advice? There is an option for Target Disc Mode that I have not tried yet.
