Security Breech - how to secure icloud account with new primary address

My iphone was recently compromised and my email address and phone number are no longer safe to use. I can't see a way to change my primary email contact in icloud yet continue using my icloud account without losing access to pics etc.

When I search, Google tells me that I will need to create a whole new icloud account as my primary email can't be changed. Is this correct? Anyone have experience with a workaround for this?

To be clear, I want to retain my icloud account whilst deleting my icloud email.
