I currently subscribe to Apple One, where I can the monthly $19.95 subscription. I am also currently subscribing to iCloud+ @$2.99 a month. Should I cancel the ICloub+ as I get this coverage via my Apple One subscription?

If you want to. You can keep your separate iCloud+ storage if its larger than what Apple One offers and it will add the amount to your total storage.
If you do cancel, it will reduce your total storage, so make sure Apple One offers enough storage for all your files and backups as otherwise anything that exceeds the Apple One amount will be deleted.
