You're not speaking to Apple here – only to other Apple users. Even if you were speaking to Apple, they couldn't do anything about the ban.

Snapchat placed the ban on your device – not just on an account, but on your whole device. Probably to prevent you from evading the ban by creating a new account. Only Snapchat can clear it.

Snapchat was not developed by Apple. So for help with this issue, you will have to work with Snapchat. This link may be helpful:

You’ll have to take it up with Snapchat. They banned the device for multiple violations of their terms of service.

Only they can ‘un-ban’ it.
