Re: Siri connection issues on iOS 16 : Tried all the remedies, nada, zilch, zero.
Wondering what issues you are having, and what happens when you try to use Siri ?
Eg: An error message might help determine the cause:
We have no idea which "remedies" you have tried ... eg: are they from Apple ?
You can check the System Status page to see if there are any outages.

You may want to check through your Siri Settings, as Siri generally works in accordance with the way it is set it up: Eg: If Siri isn't responding in the way you expect, a setting may prevent.

Siri generally works best with the latest iOS version: updates often improve security, fix bugs etc.
Wondering which version of iOS 16 you are using :
ie: About iOS 16 Updates - Apple Support says the latest version is: iOS 16.7.7
About iOS 17 Updates - Apple Support says: iOS 17.4.1
You can check if any updates are waiting in Settings > General > Software update.
Backing up all data before updating or upgrading is a wise move.
If phone is updated to the latest iOS and yet experiences Siri issues, try re-starting your iPhone (deletes temporary files, may bring recent changes you've made into effect, and much more)

Re: Apple and the rest of the world seem to define “upgrade” differently.
Am not sure what you mean, or what you are experiencing:
The way I understand it, updates are always within the one version ... Eg iOS 16 to iOS 16.7.7
(The above article lists all the updates for iOS 16 ... all beginning with iOS 16 & adding numbers)
However, upgrades advance the version number ... ie: upgrade from iOS 16 to iOS 17 / iOS 17.4.1
