If you want to know why, I was texting my girlfriend, and she got annoyed by the fact that there is no golden fish emoji, which she wants to put as my name on her phone 😂. Apple is not in charge of adding Emojis. That is up to the Unicode Consortium. You can propose the emoji to them and if they add it to the Universal Emoji table, Apple can then design an image for it and add it in a future update.

For national flags, and ones from similar organizations, they need to have an ISO-3166 code, and the device manufacturer needs to implement them.
